It damn well is, as far as I'm concerned. Even in the most nonensically libertarian (yeah I went there) interpretation of the state's responsibilities, protection from outside threats is always among it. It's basically the core responsibility. Do you propose instead letting the Hegemony get away with all that?

The Hegemony is backing the Batarian slavers. IMHO it is necessary to give them a solid kick in the ass if they continue to do so. Backing slaving raids into your territory is by definition an act of war. The Alliance should have burned those rat bastards down before the events of ME. Wars have been been started over far less.
If a government was doing crap like that in the here and now I would expect a major response and not a couple of strongly worded letters.

Well, there were the Bombay bombings. Sponsored by Pakistan's out-of-control ISI. From what Wikileaks tells us, India was this close to open war, and to hell with that both are nuclear powers. And they would've been justified.

SOmething does need to be done if the batarian Hegemony is taking human slaves. Even if the council outright forbids it. The only reason nothing is being done is likely because there is little to gain.
Which is why they wouldn't do any thing about something like this today. Any action would just be for show. I'm not saying that's right or justified, its just how things work.

I think if humanity declared war on the batarians, they would be rickrolled by the batarians, or if they managed to win, would be trolled by the council by being made to pay reparations.
But, eh, they're only batarians/quarians/asari/turians/whatever. There'll be time enough for humanity to deal with them after Mass Effect 3...

Eh. Humanity managed to inflict more casualties on the turians than vice versa. The turians! And the batarians have left the Citadel, while humanity is an associate member of the Citadel. It would have been a long and probably very bloody affair, but I do think the Alliance would've won over the Hegemony.
