Actually, there are a number of reasons why they didn't have female turians in the main games, with the exception of the Evolution comic. For one, the developers for these games were having trouble differentiate the female's face from the male's. In the first game, there was insufficent development time and they had a memory budget. Go figure.
Though I don't know why they didn't do it in the later games. Maybe they had more important things to put in. But at least I could help, right?

That's one part, the other part is that I don't think their artists had a clue on what they are doing. Judging by the lead artist's interview for ME3, when he discusses turians, especially the part that his team had no idea how to design their turian women, to the point the only time they did design before the recent work of their girly turians that you see in the DLC, is when they joke around and slap some lipstick on... that's probably it. It's all in the interview by the way.
As for the help, I don't think 'we' as fans had any suggestions that are input to their games, judging the way they are acting as developers themselves, especially in the recent times with ME3 and the DLCs. Hence fans helping out ME developers are as believable as the default FemShep appearance that fit into military lifestyle.
Before you ask, no. I'm not asking for entitlement, I'm just asking them use common sense and backtrack their past games. Or at least build a ME lore bible, like Chris Avelone did with the Fallout series. (eg: remembering the fringe lines back in ME2).
You know things are pretty bad when the lead writer of the game said the best resources for ME info is the ME wiki... that site can make mistakes sometimes.
Again, nothing beats the lore bible, especially if we create our own IP stuff. The human mind can take so much stuff before it forgets a few things here and there.

The Avellone mistake I admit I did, but the female turian surving the Palaven radiation sun without a fringe, doesn't sound convincing to me. With all due respect, everyone has different opinions of the ME series, especially no. 3. So I'll stick to my options about the female turians thanks and you're free to keep yours too.
We're done here.
