There was never any mention of paying for an "appointment;" Actually Cam Clarke (who ought to know better anyway) had a line in the game, something like "Besides, it costs a month's salary just to SEE her!". Good point. Also among the ambient dialogue in ME2, a crewmember said something along the lines of, "The Reapers are coming and you're thinking about some asari prostitute?" Still, whatever Shi'ara is doing must be legal. Either that or she buys high price tickets to Captain Bailey's "C-Sec Charity Ball."

I think the Consort was more like the idea of "Companions" in "Firefly". Why else would she be on the Citadel and not some shithole like Omega?
With regards to the law on the Citadel, it seemed to be 'Do whatever you want, but don't do it in front of C-Sec.' If you get to shoot up a warehouse and C-Sec doesn't even show up to say, "We're going to fine you for damaging lots of shipping crates", then you probably have to be crazy or stupid to something that would actually get the officers' attention.

That only goes if you're a Spectre or have Cerberus backing, though. There's one after-mission report text where it says Cerberus is using its contacts in C-Sec to suppress the case.
And, uh, why wouldn't anybody be on the Presidium instead of a shithole like Omega if they can afford it?

It also helps lots that Shepard had exposed the identity of "the Fade" who was going around making questionable people disappear. Though C-sec seems to be unusually incompetent given how easy it was to bait Harkin. It also helps that the Blue Suns are more criminal organization than a merc group. They are barely legal in Citadel space. Tolerated at best. I somehow suspect that Cerberus didn't have to lean on C-sec too much. Back on topic. The Citadel is a melting pot of god only knows how many species. It is primarily run by 3 races. It seems it could go one of 2 ways to me. You could have the simpler unified set of laws for the whole Citadel in which case it would be loosely based on the laws of the council races. I figure that where there was a conflict between 2 cultures the more liberal interpretation would be allowed. Option 2 if you wanted a more anarchist interpretation is having the different Ward arms be divided up between different inhabited races. Different rules for different wards. Seems kinda crazy but it could make for some interesting twists in the story. Probably not very practical in real life but then the council isn't either.
