Yeah plainclothes is an essential item for any detective who wants to remain semi-discreet. Maybe the Mass Effect equivalent of middle management suits. Maybe the Vice, Cybercrimes, and Narcotics boys would wear what Udina wears. For further scribbling, here are my imaginings of the C-Sec investigation squads: Juvenile Crimes - Duct rat duty, basically and keeping those unruly teenagers in line. Life Support Crimes - Basically the Citadel's version of arson. Deals with attacks on the structural integrity of the Citadel. Homicide - You know... homicide. You know you've made it once you get to that desk. Organized Crime - I'd like to imagine this is the squad Garrus was in before he left, since Saren's initial operations were quite reminiscent of mafioso type work. The best of the best work these desks. Narcotics/Arms - Red sand may be legal on Illium, but it sure ain't legal on the Citadel. Also deals with gun running and the dealing in illegal weapons modifications. Essentially where Chellick worked at. Vice/Slavery - Asari prostitutes? Likely. May also deal with slaving rackets and operations being run through the Citadel. Cybercrimes - Deals with illegal AI and works closely with the actual Cybercrimes C-Sec division. Sound good Cali. Is it cool if I borrow this template for C-Sec in my story?

Well, we have the attitudes of the Council Races:
Turians wouldn't care, because they plain don't care in general what people do in their private lives unless it doesn't infringe on them doing their duty.
Asari seem way too libertine to condemn prostitution.
And salarians don't even have a concept of recreational sexuality, so why should they bother with it and condemn prostitution it as bad?
Besides, there is the Asari "Consort"...

And for that matter, humans as now fourth council race have probably no reason to condemn it either. I'm sorry to say, but among the industrialised countries the USA stands pretty alone in its outlawing of prostitution Add further 170 to it and yeah... So, IMO, it wouldn't be much of an issue at all on the Citadel. Now, improper work conditions and person trafficiking would of course still be illegal, but under own terms.

I think the Consort is more of a mistress or a very high class call girl than a prostitute. There was never any mention of paying for an "appointment;" she may receive income through gifts from her patrons, bequests in wills, and the like. Her operation on the Presidium is far too obvious to be tolerated otherwise if there are laws against prostitution in general.
On another note, forced prostitution is always a crime.

There was never any mention of paying for an "appointment;" Actually Cam Clarke (who ought to know better anyway) had a line in the game, something like "Besides, it costs a month's salary just to SEE her!". I think the point of the Consort is that she appears mysterious and alien, and as such we never know what she does exactly or why. But I'm pretty sure she charges people to see her, whereupon she either gives them a psychic reading, sleeps with them, counsels them, or some combination of the three. -- And Gorvar - I can't speak for sure about her work, but if Shepard chooses that certain renegade option, the cut-scene makes it very clear that they're having sex.

I never liked that Consort.
