I think it was similar, but not the same, no. The Normandy t-shirt is partly-camauflaged, on the sides. Just like the Cerberus one but blue.
There are a lot of people in blue t-shirts on the Citadel, though, I think - civilians I mean.

Also, what "original culture clothing"? What "original culture"? Ashley looks like a latina but is named Williams, then there is Kaidan (Chinese) Alenko (Russian), born in Singapore, while his family had a home on Vancouver Island... yeah, I think you get the picture.

Well, James Vega's non-combat outfit is pretty close to a united states marine's semi leisure mechanic attire, so I guess they're going down that path.

Clothing we wear to this day. Thing is, fashion is not exactly a static thing. There is a 180 year difference between today and the ME era. So let's look back something over 100 years ago. case in point the man in the pic below has clothing somewhat similar to today but the woman is wearing more layers of frippery that you are likely to see outside a period fair. These gentlemen on the other hand are wearing as more or less daily wear something far more formal than we see today and no one wears hats like that anymore. So how much exactly is fashion going to change 180 years from now? Quite a freaking bit I think because as much as we might like to think fashion will stop as is because we are so awesome right now...it won't. The outfits in the screen shots from ME are not as out to lunch as all that, even if I find rubberized bondage gear to be a bit odd for daily wear. It's a far sight more realistic than the old 1950s movies where the tinfoil skirt was invented.

I'd retcon it if I were you.
Make the human C-Sec officers wear similiar jumpsuits except with armored vests, and police rank chevrons on their shoulders and a precinct elbelm on their chests. Give them some berets they have to wear or something, I'd totally do that. The only reason BioWare probably did that is because of modeling constraints, I guarantee. I'm definitely doing it in Cyan Steel.

I've actually decided to go with the main characters as plain clothes detectives, partly because it fits the story more, partly because most of the people on the Ward I'm setting my story on hate C-Sec (and especially human C-Sec officers), and partly because, hell, it's just cooler that way. Good idea, though. I'm definitely gonna steal it for the uniformed officers.

Yeah plainclothes is an essential item for any detective who wants to remain semi-discreet. Maybe the Mass Effect equivalent of middle management suits. Maybe the Vice, Cybercrimes, and Narcotics boys would wear what Udina wears.
For further scribbling, here are my imaginings of the C-Sec investigation squads:
Juvenile Crimes - Duct rat duty, basically and keeping those unruly teenagers in line.
Life Support Crimes - Basically the Citadel's version of arson. Deals with attacks on the structural integrity of the Citadel.
Homicide - You know... homicide. You know you've made it once you get to that desk.
Organized Crime - I'd like to imagine this is the squad Garrus was in before he left, since Saren's initial operations were quite reminiscent of mafioso type work. The best of the best work these desks.
Narcotics/Arms - Red sand may be legal on Illium, but it sure ain't legal on the Citadel. Also deals with gun running and the dealing in illegal weapons modifications. Essentially where Chellick worked at.
Vice/Slavery - Asari prostitutes? Likely. May also deal with slaving rackets and operations being run through the Citadel.
Cybercrimes - Deals with illegal AI and works closely with the actual Cybercrimes C-Sec division.
