So apparently it may be really being announced tomorrow, according to strong hints on Bethesda's Facebook page and official site.
Of course this is the third time I've said this, so break out your grains of salt.

Appears to be a 16 hour countdown at this point. Which would be a pretty decent hour of the day for their office to say...something.
Probably a bad time for me to say that Fallout 3 was the least inspired installment in the series and it seems to be going back to the team that made it that way?

Linders is right!
Fuck Fallout 3, fuck the Capitol Wasteland and fuck the heroic Brotherhood of Steel.

Agreed. Fallout 3 isn't a bad game, but like Oblivion it has certainly not aged well in the slightest. New Vegas was wayyy better.

Mixed feelings here.
The setting looks interesting, and more classic Fallout-y than 3, even if it is on the East Coast. There was even a new creature or two in there along all with all the familiar stuff, it looked like. Boston's a pretty interesting place, it'd be easy to come up with some entertaining post-apocalyptic stuff there. Plus it appears to be engine-based footage to me, so that's nice.
I hope to Vault Dweller talking at the end is just something manufactured for the trailers. A proper Fallout game really shouldn't have a voiced protagonist.
I also hope they keep (or even improve on, somehow! )some of the depth in the gameplay and design departments Obisidan introduced from 3 to New Vegas.

Ditto.
Well, all I know what will happen on day one release is that you'll start of in a prison cell, again.

Bethsoft has never really done the voiced protag thing. I would not worry too much about that. With Bethsoft at the helm though, I am not expecting it to be playable without about a dozen mods and a player made patch or three.

I know they haven't done it before, but there's a first time for everything. There was a supposed leak of some plot stuff a long while ago that claimed it was set in Boston and had a voiced protagonist. Hopefully that's bullshit. (literally everyone was speculating about Boston, so it could easily have been faked.)
But why have the Vault Dweller protagonist-looking guy at the end speak? I could see Bethesda adding a voiced protagonist if it would appeal to a broader audience. (Though at this point, how much broader of an audience do they want?)
Hopefully we'll see some gameplay at E3 to alleviate my worries. A voiced protagonist just seems so un-Fallout. The games have always been more about the setting itself than the protagonist's central story, so a mute protag's always been fine. Plus, going voiced probably limits the amout of dialogue you can have, and I find it harder to roleplay a voiced character. (And giving this is probably from the people who wrote Fallout 3 and Skyrim, I doubt the story'll be good enough to warrant a more fixed character.)

That's just it. I've always said that Bethsoft does great at atmosphere and world building, but their writing sucks. Doing a voiced protag would be bad. That's coming from someone who usually does not feel strongly enough on the subject to say anything.

So apparently Fallout 4 doesn't even have weapon degradation. Talk about casual with a capital K.

They are also screwing with the skills system in favour of a perks based system.
Not sure how I feel about that. it might work out, but it might not.

Was never really into gear degradation as a game mechanic. I'm sketchy about this mainly because it's bethsoft though. i've been burned by them enough to mince my way very carefully in.

Canning the weapon degradation is one thing, but I'm not too keen with the new skill system. Sure it kinda work in Skyrim, but I missed the endless ways of building your character, to the point I installed the mods back in that has all the class and racial stats, along adding an improved perk system mod that actually adds more depth and complexity.
I have a question: What's wrong with the old skill system in fallout? I'm being sincere here.

I disagree. I thought having to keep your weapons in good condition was a very survivaly post apocalypse thing.
Plus it was hardly System Shock 2 level annoying. I thought it had a good balance in New Vegas, with the repair kits and the Jerry Rigging perk.
