OT I think the issue is somewhat misnamed as there can be no debate as to whether games are art or not. The various components from the visuals, writing and structure have all been accepted as such in other media. The real question is whether games can be called "high art." Gets a little more muddy there. The stick drawings of a small child are art but not high art.
I think you reiterated a good point when you quoted someone who said that a a game that is also art needs to excel at it's own form. A game should not be called high art if it is rubbish at being a game. This holds as true as a movie that has a good story in writing has a rubbish way of presenting it in a visual medium should not and generally is not called high art. long story short a high art game needs to nail down the gameplay real well to even be in the conversation. Then the story, visuals and smoothness of play need to be taken into consideration. Lastly, social impact. Get all these and we will be there. Frankly I don't think this has quite happened yet but it is only a matter of time before it does.
Until then I would prefer to enjoy my games rather than hand wring too much over whether some monocle wearing hipster seems to think it is worth my time to.

This has been a hot topic since 2007 (when I started seeing the debates happening). Cali's opinion on the whole matter via Q&A:
Q. Are games art? A. No, but I'd say they can be, and sure do have artistic elements/merits.
Q. Does a game being art make it a good game? A. Probably not, since the game has to be playable and not make you as mentally and emotionally unstable as Vincent Van Gough when playing it.
