If the barred owl was not introduced through douchebaggery by humans, shouldn't this be handled on a more natural selection type basis?
I don't have an opinion, that article had no meat fro me to chew on and I don't know enough about the issue.

The more we interfere with nature, the more we fuck things up, as a rule. Without any further info, though, I can't make a reasoned opinion.

Fucking feds are playing God now, aye? Next up on the list is them dressing up as Zeus during raids and arching electricity into suspect's houses with massive tesla coils.

The way I see it is this: nature automatically corrects itself whenever an unbalance occurs; either by existing lifeforms adapting or said lifeforms dying out to make room for other species. It's the way of nature, but so many people get wrapped up in shit like this or the whole "but the polar bears..." etc. Sorry, but polar bears are remarkably resilient creatures that can live on land as easily as they do the arctic ice caps. It's just a matter of them finding enough food (not really that hard for them since they're hardwired eating machines).
Note that I'm just speaking in generalizations here.
