Jack Wall has already said that the music of Mass Effect was inspired by 80's Sci-Fi movie music scores, citing Toto's Dune score and Vangelis' Blade Runner OST as inspiration.
Being a total OST freak, I discovered that there may be more inspirations. Compare the following tracks I show.

Some of John Carpenter's music always came to mind listening to the Mass Effect soundtrack. Lots of synth. xD

I never thought of John Carpenter before.
But yeah, Cali - those seem right likely. I think I actually preferred that curious, electronic sound they had in ME1 than the big space opera score for the sequel, impressive as it was. At any rate, the sudden change was a bit jarring.
