A voiced main character? Anyone other than Ron Perlman doing the opening narration? Jaysus. I'm not convinced this is genuine in the slightest, but I think I'll pre-kill myself just in case. I think I'd like Boston as a setting, though. It's not a desert, but I guess Bethesda's Fallouts are just gonna be set on the East Coast. I'm a big fan of the Colonial/Revolutionary stuff that would doubtless be included in the game because of the setting, and getting a look at the Institute that was referenced in Fallout 3 would be pretty cool. Just please, Bethesda. No Brotherhood of Steel, no Enclave and no Super Mutants. Make up your own lore.

Unexplained dinosaurs would be much better than "We travelled all the way across America to protect these poor, innocent people! That's more important than technology!", "We want to poison everybody who's even slightly irradiated in this irradiated wasteland so we can rule them!" and "Hey, it turns out there were FEV experiments on this end of the country, and they produced pretty much the exact same things!"

Dude, it could be an entire questline! Like maybe its timetravel or genetic experiments! Maybe the Chinese used them during the Third World War and the Dinos escaped and survived the fallout and became huge ass dinos! Yes.

It's come up a couple of times. most recently at that Boston Bombing thread.
Enjoy Fallout. It's showing it's age a bit but is a fantastic game that could use a slight, very slight facelift.
