I am in favor of seeing a kinder light cast on the Batarians as I feel they were portrayed as somewhat cartoon villains in the series. We only see hints of a kinder side to them in ME 2 and a more "human" side yet in the refugee camp in ME 3.
I was more replying to questions about their government which was pretty explicitly described in the codex and wiki as I have debated already.

It seems we were at cross purposes. I agree they were given a much more sympathetic portrayal in ME3, that is one thing that stuck with me about the finale of the series.

They're essentially Space Russians, or at least how they're portrayed culturally. Their government has more in common with the Roman Republic nearing or in the Julii era, if one acknowledges the Hegemonic protectorates.

Well that's more than I knew.
I just know that the codex explicitly says that they have travel restrictions which is why most Batarians seen are criminals and pirates. But they have good and bad people like any of the other races.

For me, I got the North Korea vibe from them, maily due to the enforced isolation that stops ordinary Batarians from fleeing their territories. The ones that you see are mostly criminals that probably funded by the government unofficially or the really lucky ones that escape from their grasps.

Reading through this I find it pretty fascinating how each of seem to have put our own cultural stamp on what the Batarians were based on our own historical and cultural perspective.
I saw 3rd Riech with Persia and Rome mixed in for flavour, Iron saw Stalinist Russia, Tillian saw North Korea. It really showcases how when a writer gives you little info on something how the reader fills in the blanks.
